Homelessness in major cities is a money making business. The city just wants you off the street and in a shelter to hide you. The employees and their bosses don't care what happens to you after that. The more you keep coming back the more they continue getting paid. Job security. Very much like the war on drugs "Emergency Homeless Shelters" are not a way off the streets or a form of rehabilitation. This is just a ploy to appease the public. Criminals know this and abuse the system as a safe place to sell and use drugs. A revolving door to nowhere and perpetual homelessness...
